British Broadcasting Corporation Gaza Film Considered a 'Significant' Infringement of Media Regulations, States Broadcasting Watchdog

The British broadcaster engaged in a "significant breach" of broadcasting rules by failing to disclose that the narrator of a programme about the Gaza situation was the offspring of a Hamas representative, as ruled by UK media regulator Ofcom.

An probe by the media regulator into Gaza: How to Survive a Warzone has determined that the film was "substantially inaccurate".

The head of the BBC had previously apologised, stating there had been "a major oversight in relation to truthfulness".

Ofcom has ordered the corporation to transmit a peak-time announcement about its findings.

"As this represents a serious breach of our rules, we are directing the broadcaster to broadcast a message of our determinations against it on the BBC's second channel at nine o'clock in the evening, with a date to be finalised," the statement read.

'Risk to Erode Trust'

The authority's statement declared: "The inquiry we conducted found that the film's failure to disclose that the voice's parent served in a position in the Hamas-controlled authority was substantially inaccurate.

"It meant that the audience did not have critical information which may have been very significant to their assessment of the presenter and the details he provided.

"Credibility is at the heart of the relationship between a television network and its public, especially for a state-funded media outlet such as the BBC.

"This oversight had the possibility to damage the exceptionally strong levels of trust that the public would have placed in a documentary produced by the BBC about the Israel-Gaza war."

The documentary was pulled from the online platform in last February after the boy's familial connections emerged, and in July an broadcaster's internal assessment found it violated the corporation's editorial guidelines on truthfulness.

A representative for the broadcaster stated: "The authority's determination is in line with the conclusions of the internal assessment, that there was a major oversight in the film in relation to the corporation's content standards on truthfulness, which reflects Rule 2.2 of the regulator's media standards.

"We expressed regret for this and we agree with the regulator's ruling in full. We will comply with the penalty as soon as the timing and wording are finalised."
